(2)关于排水方案,A单位采用风动潜水泵排水方案;B单位采用吊泵排水的方案;C单位采用吊桶加风动潜水泵排水,另配卧泵及相应排水系统方案。

(3)对于建设单位提高井筒漏水量质量标准和加强处罚的规定,A单位因无法承受建设单位的奖罚要求,采取了“本项目存在风险,决定以项目总价增加5%作为风险费”的办法;B单位在工程费中增加了“为避免涌水引起的风险,增加措施费80万”;C单位则提高了原井筒排水设备风险费(10万),并要求将地面预注浆工程分包给专业注浆单位,另增加壁后注浆风险处理费(20万),总计30万作为井筒涌水的风险费用。

最终评标委员会在指正了各投标单位不合理做法的基础上,确定C单位中标。

C单位修正了投标文件中不合理的内容,与建设单位签订了合同,并经建设单位同意,对井筒注浆施工分包,要求注浆后的井筒漏水量不得超过5m3/h。

在项目实施中,井筒施工到破碎带附近时,抓岩机的抓斗在转向吊桶时突然甩落一块较大的岩块,砸伤一名工作面工人。检查发现抓岩机及抓斗设备均完好。

[A] In December of 1869, Congress appointed a commission to select a site and prepare plans and cost estimates for a new State Department Building. The commission was also to consider possible arrangements for the War and Navy Departments. To the horror of some who expected a Greek Revival twin of the Treasury Building to be erected on the other side of  the White House, the elaborate French Second Empire style design by Alfred Mullett was selected, and construction of a building to house all three departments began in June of 1871.

[B] Completed in 1875, the State Departments south wing was the first to be occupied, with its elegant four-story library (completed in 1876), Diplomatic Reception Room, and Secretarys office decorated with carved wood, Oriental rugs, and stenciled wall patterns. The Navy Department moved into the east wing in 1879, where elaborate wall and ceiling stenciling and marquetry floors decorated the office of the Secretary.

[C] The State, War, and Navy Building, as it was originally known, housed the three Executive Branch Departments most intimately associated with formulating and conducting the nations foreign policy in the last quarter of the nineteenth century and the first quarter of the twentieth century--the period when the United States emerged as an international power. The building has housed some of the nations most significant diplomats and politicians and has been the scene of many historic events.

[D] Many of the most celebrated national figures have participated in historical events that have taken place within the EEOBs granite walls. Theodore and Franklin D. Roosevelt, William Howard Taft, Dwight D. Eisenhower, Lyndon B. Johnson, Gerald Ford, and George H. W. Bush all had offices in this building before becoming President. It has housed 16 Secretaries of the Navy, 21 Secretaries of War, and 24 Secretaries of State. [E] The Eisenhower Executive Office Building (EEOB) commands a unique position in both the national history and the architectural heritage of the United States. Designed by Supervising Architect of the Treasury, Alfred B. Mullett, it was built from 1871 to 1888 to house the growing staffs of the State, War, and Navy Departments, and is considered one of the best examples of French Second Empire architecture in the country.

[F] Construction took 17 years as the building slowly rose wing by wing. When the EEOB was finished, it was the largest office building in Washington, with nearly 2 miles of black and white tiled corridors. Almost all of the interior detail is of cast iron or plaster; the use of wood was minimized to insure fire safety. Eight monumental curving staircases of granite with over 4,000 individually cast bronze balusters are capped by four skylight domes and two stained glass rotundas.

A series of fires (including those set by the British in 1814) and overcrowded conditions led to the construction of the existing Treasury Building. Music means different things to different people and sometimes even different things to the same person at different moments of his life. It might be poetic, philosophical, sensual, or mathematical, but in any case it must, in my view, have something to do with the soul of the human being. I believe it is precisely this permanent coexistence of metaphysical message through physical means that is the strength of music. Beethoven’s importance in music has been principally defined by the revolutionary nature of his compositions. He freed music from hitherto prevailing conventions of harmony and structure. Sometimes I feel in his late works a will to break all signs of continuity. The music is abrupt and seemingly disconnected, as in the last piano sonata. In musical expression, he did not feel restrained by the weight of convention. (47) By all accounts he was a freethinking person, and a courageous one, and I find courage an essential quality for the understanding, let alone the performance, of his works.

This courageous attitude in fact becomes a requirement for the performers of Beethoven’s music. His compositions demand the performer to show courage, for example in the use of dynamics. (48) Beethoven’s habit of increasing the volume with an extreme intensity and then abruptly following it with a sudden soft passage was only rarely used by composers before him.

Beethoven was a deeply political man in the broadest sense of the word. He was not interested in daily politics, but concerned with questions of moral behavior and the larger questions of right    and wrong affecting the entire society. (49) Especially significant was his view of freedom, which, for him, was associated with the rights and responsibilities of the individual: he advocated freedom of thought and of personal expression.

Beethoven’s music tends to move from chaos to order as if order were an imperative of human existence.
